Washington's Birthday or Presidents' Day?

Federal law (5 U.S.C. § 6103) lists the holiday as "Washington's Birthday", the third Monday in February. "Presidents' Day" is the popular name. When Congress debated the Monday holiday law in the 1960s, a proposal to rename the day was dropped, so the legal name never changed. States choose their own names, and some call it Presidents' Day, Washington's Birthday or Washington-Lincoln Day.

How the date is set

The holiday is the third Monday in February, so the date moves between February 15 and February 21 and is always a Monday. George Washington was born on February 22, 1732 (February 11 in the Old Style calendar then in use), so the holiday can never fall on his actual birthday. Until the Uniform Monday Holiday Act took effect in 1971, the holiday was held on February 22 itself.

In 2028 Presidents' Day is on Monday, February 21, 2028.

A short history of the holiday

Congress made Washington's Birthday a holiday for federal employees in Washington, D.C. in 1879 and for all federal employees in 1885. It was the first federal holiday to honor an individual American. Abraham Lincoln's birthday, February 12, is not a federal holiday, but several states observe it, and this calendar lists it among the state holidays.

Washington's Farewell Address

Each year around Washington's birthday, a senator reads George Washington's Farewell Address aloud in the Senate chamber, a tradition that began in 1862 during the Civil War. Washington published the address in 1796, near the end of his presidency, and in it he warned against the dangers of political parties and of permanent alliances with foreign countries. Mount Vernon, Washington's home in Virginia, holds events over the holiday weekend.

What is open and closed on Presidents' Day

Federal government offices, federal courts, the Federal Reserve Banks and the U.S. Postal Service (no regular mail delivery) are closed. The New York Stock Exchange and Nasdaq are closed. Public schools are closed in most places, and many stores run holiday sales.
